First what will it take to stop the flooding of the section around the Junior High School. Also stop the flooding on Hwy 90 to Hwy 71.
Also look at the possible fix of the river bypassing through the golf course

either the state or federal run bus system need total overhaul to better serve Columbus, Eagal Lake and Weimer. Wharton needs to be remove and Wharton big enough to handle its own bus service

Suggestion
Create a conservation easement along the river from the Junior High School (Bus. 71) to the Industrial Park (Hwy 71 bypass). Create a walking trail within this easement. This will provide a green zone between the river and future development.
